PETE ROQUE

NATIONAL DIRECTOR OF CODE ENFORCEMENT - 4LEAF INC.
I’ve never been particularly comfortable talking about myself, but as our profession evolves, so does the way we share our story. This page exists not to highlight a title, but to explain why I do this work, who it’s for, and how Code Enforcement continues to shape communities in meaningful ways.

My name is Pete Roque, and I currently serve as the Director of Code Enforcement for 4LEAF Inc.. I have spent over a decade in the Code Enforcement profession, and I can honestly say I fell in love with this work on my very first day. That hasn’t changed. I still look forward to coming to work every day and my goal has always been to help every officer I work with feel that same sense of purpose.

Throughout my career, I’ve had the privilege of serving in leadership and management roles across multiple jurisdictions. Leaving strong teams is never easy, but each opportunity has brought new challenges, deeper learning, and stronger professional relationships. Those experiences taught me that servant leadership, clarity of mission, and investing in people are what move organizations from good to exceptional.

I have served on local, regional, state, and national boards, advocating for the importance of Code Enforcement and its role in public health, safety, and housing stability. Along the way, I’ve built extensive professional networks that allow me to stay current on emerging enforcement trends, tools, and best practices, and more importantly, bring those ideas back to the teams and communities we serve. I have also been awarded ICC's Raising the Profile Award for the work that I have done and the collaborations that were formed.

Education, training, and industry leadership education has always been central to my work. I  proud to have serve as an adjunct professor at Santiago Canyon College and Irvine Valley College.  I’ve also had the honor of teaching and presenting for agencies and organizations including:
  • International Code Council
  • California Association of Code Enforcement Officers
  • American Association of Code Enforcement Officers
  • Department of Housing and Urban Development (HUD)
  • Environmental Protection Agency (EPA)
  • Federal Bureau of Investigation (FBI)
  • California League of Cities
  • California Healthy Housing Coalition

I’ve taught at ICC local and regional chapters, presented at events such as EduCode for multiple years, and currently contribute to the ICC Technical Trade Program, helping create career pathways for high school and college students entering Code Enforcement and building safety professions.

I also develop and expand access to high-quality, practical training by creating and  leading the CodeComply Summit, a national conference built by code professionals for code professionals. CodeComply brings together officers, supervisors, managers, building officials, planners, attorneys, and educators from across the country to focus on:
  • Professional development and certification pathways
  • Model codes and property maintenance standards
  • Legal updates and enforcement trends
  • Leadership, ethics, and community engagement
  • Diversity, equity, and inclusion through dedicated tracks
  • Officer Safety

CodeComply is designed to be collaborative, practical, and forward-looking, connecting national organizations, jurisdictions, and professionals in one shared space.

As a manager and director, I’ve worked with executive leadership and elected officials to expand staffing, secure grants, create internships, leverage contract services, and build enforcement programs that respond to real community needs. Many of these programs have been highlighted at national conferences and continue to serve as benchmarks for other jurisdictions.

That desire to share what works is what led me to create Code Enforcement Educators, a free, accessible platform for both the public and code enforcement professionals. The site exists to provide guidance, education, and real-world insight for officers at every stage of their career. Together with colleagues across the country, we’ve built one of the largest and most active Code Enforcement communities online.

Recent projects include creating a multi-lingual code enforcement game to help code enforcement officers learn key Spanish words in a traditional Loteria game.  I have authored a book with my son "Code Enforcement Officer Lucas Cleans Up Our Street" and recently created an animated series to teach children the importance of code enforcement and the work that we do.

At its core, Code Enforcement is about people, protecting health and safety, preserving housing, and supporting communities in a fair and professional way. Everything I do, whether teaching, managing, speaking, or building platforms is rooted in helping this profession grow stronger, more respected, and better prepared for the future.
